Clinton Naude CEM
Clinton Naude CEM has dedicated his career to community service, with over 37 years of experience spanning the South African Police Service and the Bay of Plenty Civil Defence Emergency Management (CDEM) Group. He is a Certified Emergency Manager (CEM) accredited by the International Association of Emergency Managers (IAEM).
A versatile leader with expertise across tactical, operational, and strategic levels, Clinton has held senior roles including Superintendent in the South African Police Service, and various leadership positions such as Group Manager, Group Controller, for the Bay of Plenty CDEM Group and Director of Emergency Management Bay of Plenty. He also served as President of the Oceania Council for IAEM. Clinton excels in managing complex, high-pressure situations, fostering multi-organisational relationships, and influencing strategic policy development, supported by his strong political awareness.
Driven by a passion for workforce and systems development, Clinton mentors aspiring emergency managers through the IAEM CEM/AEM program and the Social Link For-Purpose Sector Leadership Mentoring Programme. He is committed to building effective collaborations, promoting continuous improvement, and inspiring others to achieve exceptional outcomes.

Paula Naude MA AEM
Paula Naude is an accomplished executive leader specialising in community resilience, emergency management, recovery, community development, and economic development. As Head of Community Outcomes, Emergency Management and Recovery for Tauranga City Council, she leads multidisciplinary portfolios focused on strengthening community wellbeing, organisational resilience, economic prosperity, emergency preparedness, and long-term recovery outcomes.
With more than two decades of experience spanning local government, the social sector, community development, and emergency management, Paula is recognised for her ability to bridge strategic leadership with practical implementation. Her work focuses on helping organisations, businesses, and communities navigate complexity, build resilience, and create sustainable pathways to positive change.
Throughout her career, Paula has led innovative and award-recognised projects that enhance community preparedness, resilience, economic vitality, and engagement. Her expertise spans emergency management, disaster recovery, economic development, strategic planning, community development, stakeholder engagement, organisational improvement, and leadership development.
Holding a Master of Arts in Psychology from Massey University, alongside qualifications from the University of South Africa, Paula brings a strong understanding of human behaviour, trauma-informed practice, and community-centred approaches to leadership, economic growth, and recovery.
Known for her authentic leadership style, strategic thinking, and commitment to developing others, Paula provides strategic advisory services, mentoring, coaching, and professional supervision for leaders and practitioners working across local government, community development, economic development, and emergency management sectors. Her approach combines evidence-based practice, practical experience, and a deep commitment to supporting people, organisations, businesses, and communities to thrive in an increasingly uncertain and rapidly changing world.
